[Federated-fs] New draft of the requirements doc

I just posted a new version of the federated-fs requirements doc:

I made an edit pass through the doc and cleaned up a few things, but
most of the document is essentially the same.  I don't expect this to
stay the case, however.  During the discussion of the admin protocol
(the protocol that the admin uses to interact with the NFSv4 servers) we
talked about ways to significantly simplify the admin interface and
thereby eliminate or weaken some of the requirements.  In particular:

R1: may not be necessary at all.  This simplifies the servers quite a
bit by moving some of this functionality to other mechanisms (such as
the NSDB).

R2, R3, and R4: may be weakened by removing or making optional the
phrase "USING THE FEDERATION INTERFACES".  It would be nice if all of
these functions were present, but they no longer seem to be "required"
and it simplifies the system considerably if they are removed.

R8a is eliminated if we use the new model and eliminate R1.

Please take a close look at the new draft and send email to this list if
you have questions or comments.  The next conference call (scheduled for
2pm EST next Thursday) will be devoted to discussion of this draft.
