[Federated-fs] Shim interface

Last week we talked about having a functional API defined for the NSDB
clients (rather than forcing them to speak naked LDAP).  Attached is a
strawman spec of the interface -- just to get the discussion started.
More detail to follow, but let me know if you have an allergic reaction
right off the bat.
